
Oliver Barbagallo
Oliver has more than 20 years’ experience across origination, business development, investment, asset management and project finance roles focussed on social and civil infrastructure and renewable energy projects, including leading the development of a number of significant global public private partnership (PPP) projects.
Oliver is based in the United Arab Emirates and is responsible for originating infrastructure development opportunities and leading Plenary’s bid teams for infrastructure projects across the Middle East. He is also responsible for leading Plenary’s Middle East business as the co-head of the regional platform.
Oliver has been actively involved in all Plenary’s development activities in the region and has extensive experience in successful project origination – leading the financial and commercial structuring and execution of PPP projects across the education, health, accommodation and transportation sectors. Oliver was instrumental in the successful Plenary bid for the Zayed City Schools PPP project, which is now in operations. Oliver has also overseen Plenary’s development and investment in the Khalifa University Student Accommodation PPP Project and the Khalifa City School PPP, both of which are in delivery.
Prior to joining Plenary, Oliver was responsible for managing the development and delivery of a range of renewable energy projects across the Asian region for Macquarie Capital in his role as Chief Operating Officer for Macquarie Projects. Prior to this, Oliver established the global PPP function for Samsung C&T in Seoul, Korea and successfully developed PPP projects in Australia, North America and Europe. Oliver also held senior roles at Transurban in Sydney where he was responsible for projects and transactions across the full project development spectrum, including origination, construction, operations and asset management.
Oliver holds a Bachelor of Business from the University of Technology, Sydney and an MBA from Macquarie Graduate School of Business, Sydney.
