Moustafa Fahour OAM has more than 22 years of experience across banking, construction, infrastructure investment, and asset management, with a focus on the origination, development, and long-term stewardship of social infrastructure and public-private partnership (PPP) projects across Australia and the Middle East.

Moustafa is based in the United Arab Emirates and is responsible for leading Plenary’s business activities in the Middle East, with a particular focus on operational delivery, stakeholder engagement, and long-term asset management across the regional portfolio. He plays a critical role in ensuring that Plenary’s assets deliver sustained value for government clients, end users, and investors.

Since joining Plenary, Moustafa has been instrumental in the company’s expansion across the Middle East, Central Asia and has led the successful execution of key PPP projects, including the UAE’s first schools PPP project in Zayed City and the largest student accommodation PPP in the region at Khalifa University. He has also overseen the implementation of the Khalifa City School PPP and played a key role in establishing Plenary’s long-term presence in the region through high-performing assets and government partnerships.

Prior to joining Plenary, Moustafa served as CEO and Managing Director of one of the Middle East’s leading diversified contractors. He also held senior roles with CIMIC Group, Macquarie Bank, National Australia Bank, UBS, and Citigroup.

Moustafa is the founder and board member of the Islamic Museum of Australia, and currently sits on the boards of ALEC, one of the region’s largest construction companies, and Plenary’s facilities management company, which provides operational services to long-term PPP assets. He is also a board member of the Australia UAE Business Council, where he supports trade and cultural collaboration between the two nations.

Moustafa was recognised with the Medal of the Order of Australia by the Australian Government, and in 2021 was Highly Commended by the Victorian Government for community response and recovery. He was selected as one of The World’s Most Influential Young Arabs under the age of 40 by Arabian Business, and in 2016 was awarded the Distinguished Alumni Award by La Trobe University.
