Hisham Al Zeir is a senior executive based in Abu Dhabi, serving as Director at the Abu Dhabi Projects and Infrastructure Centre (ADPIC). Specializing in corporate commercial strategy and governance, he has led transformative initiatives across the Emirate infrastructure and capital projects sector.

Hisham led the unification of Abu Dhabi’s General Terms and Conditions for contracts and introduced mandatory Dispute Adjudication and Avoidance Boards (DAABs) in construction agreements. He also oversaw the development of a refreshed, emirate-wide commercial governance model for capital projects—including Delegation of Authority frameworks—and launched the Abu Dhabi Tendering Index to centralize and standardize capital project cost data.

Earlier in his career, Hisham held a key position at one of the leading contracting companies in the Middle East, where he was involved in major regional and international projects, including several large-scale developments.
